Technique is to simply apply a fillet of white glue between the ties after they are in place.

While this works, it is a technique that is probably not worth repeating. Besides the fact that white glue doesn't adhere to styrene, the resulting fillets ride too high on the ties, possibly visible after ballast is applied.
