The mixture is painted onto the tie plates and the bottom of the rail and allowed to dry.

After working with this approach, I found a second application / drying cycle is a good idea for ties and rail in difficult spots (vertical transitions) or for track work that will be prone to more abuse, such as on the edge of the layout. This was learned from experience.
